He forgot to mention that most black slaves where owned by Jews and that the African slave trade was practically a Jewish monopoly.

What reparations are owed? Slavery is a privilege. Or it could be viewed as a benefit.

On the field of battle the choices are either to kill a vanquished enemy or to make him a slave. So now there is going to be a tax on conferring a benefit to another?

On the other hand the commercialization of a vanquished enemy who has been converted into a slave could be considered a taxable event. Instead of selling a slave manumission would be a moral alternative.

There is a provision in Spanish civil law that Christians cannot be taken as slaves by Muslims. Of course this means that the battle between the Christian and Muslim religions is a 'to the death' proposition from the Christian perspective.
