TITLE II—IMPROVED SECURITY FOR DRIVERS’ LICENSES AND PERSONAL IDENTIFICATION CARDS SEC. 201.

DEFINITIONS.In this title, the following definitions apply
(1) DRIVER’S LICENSE.—The term ‘‘driver’s license’’ means a motor vehicle operator’s license, as defined in section 30301of title 49, United States Code.
(2) IDENTIFICATION CARD.—The term ‘‘identification card’’means a personal identification card, as defined in section 1028(d) of title 18, United States Code, issued by a State.
(3) OFFICIAL PURPOSE.—The term ‘‘official purpose’’ includes but is not limited to accessing Federal facilities, boarding federally regulated commercial aircraft, entering nuclear power plants, and any other purposes that the Secretary shall deter-mine.
(4) SECRETARY.—The term ‘‘Secretary’’ means the Secretary of Homeland Security.
(5) STATE.—The term ‘‘State’’ means a State of the United States, the District of Columbia, Puerto Rico, the Virgin Islands,Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other territory or possession of the United States



49 U.S. Code § 30301. Definitions

(5) “motor vehicle operator’s license” means a license issued by a State authorizing an individual to operate a motor vehicle on public streets, roads, or highways.

(7)“State” means a State of the United States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other territory or possession of the United States.



18 U.S. Code § 1028. Fraud and related activity in connection with identification documents, authentication features, and information

(d)(3)the term “identification document” means a document made or issued by or under the authority of the United States Government, a State, political subdivision of a State, a sponsoring entity of an event designated as a special event of national significance, a foreign government, political subdivision of a foreign government, an international governmental or an international quasi-governmental organization which, when completed with information concerning a particular individual, is of a type intended or commonly accepted for the purpose of identification of individuals;

[Note Title 18 is the Bill of Attainder section of the U.S. code that came into existence when Harry Truman signed a bill into law in June 1948 when congress had adjourned ... quite illegal aka unconstitutional]



Interesting also is that a "false identification document" is anything not covered by "identification document".

English sense of "an entrance" (c. 1600) is directly from Latin. Meaning "habit or power of getting into the presence of (someone or something)" is from late 14c.

access (v.)1962, originally in computing, from access (n.). Related: Accessed; accessing.

non-access (n.) "lack of access," 1745, from non- + access (n.). Especially in law, "impossibility of access for sexual intercourse," as when a husband is out of the country in military service or at sea longer than the time of gestation of a child. "[W]hen a husband could not, in the course of nature, by reason of his absence, have been the father of his wife's child, the child is a bastard" ["Wharton's Law Lexicon," London, 1883].

I presume that congress intends "access" to be in terms of the habit or power of getting into the presence of someone or something ... in other words, the noun sense. The verb sense of "access" wasn't created until 1962 and of course you must consider "non-access" in the sense of having sexual intercourse with that federal building, army post or commercial airline as being absurd (if anything can be considered absurd with congress writing such nonsense).

Here is my take. If you need a real ID or passport to access a federal building then you have no need to enter a federal building. The place is a self-proclaimed war zone. Passports are used to cross battle lines. If your purpose of entering a federal courthouse is to complain (in the form of a federal suit) then you might as well not bother because the document you need to get into the building has already ordained that you will lose. You will have lost by your action of taking the extra steps to obtain that little STAR that proclaims you have expatriated your birth state in exchange for a new improved federal state.

Slaves don't ever win. They just become more enslaved.

Oh, and don't forget to realize that the "state" as defined two places above does not include the ones that are constitutional in nature. The "state" this act covers might well include Greenland if Trump gets his way.

I would suggest that lacking a "Star" on your documents to obtain access to such benefits as federal airports and federal buildings amounts to a de facto expatriation as opposed to a de jure expatriation (as occurs when you decline U.S. citizenship at a U.S. embassy not in the U.S. of A.)

When presented with a hoop and you decide to not pass through that hoop you made a decision to become one of those items that couldn't pass through the hoop.

Quite possibly the real ID star was intended to separate those who would do anything for protection (aka "slaves") from those who choose responsibility for their own lives (aka "freemen").
