Because they get to collect feebay fees at ~11% for the shipping portion of the total sale. Say for instance someone offers something for sale at $30 with 'free shipping' as opposed to $20 plus $10 shipping. In the latter case feebay doesn't get the commission/fee on the shipping costs while in the former case feebay gets more commission/fee on the total sale which includes the shipping costs the seller has to pay.

I don't think ebay will allow you to sell a $30 dollar item for $1 plus $29 shipping?

I just did something similar recently but not to such an extreme, in protest of them collecting sales tax on used stuff (sales tax already collected except where exempt) as well as collecting sales tax on the 'free* shipping.'
*if it's free then that means there was no sale involved, so there should be no sales tax on the 'free' stuff, right?
