Treated this kid just like some farm animals get treated, extremely brutally with zero compunction.

the kid survived but after going without oxygen for 6-8 mins, has permanent brain damage. The ONLY reason this officer had any consequences is Bc the kids dad has been a KCMO officer for 20 years. Dad called in a favor to the FBI, who began investigating within hours. But the back story is even worse. This was 3rd time in 10 days this officer had pulled this kid over & 3 days prior to this incident, the kids mom had filed a complaint on him. This infuriated dickhead Runnels. So, he watched for him around bf's house & pulled him over w/out cause. (Shown in court there was no warrant) so, Runnels was pissed before he even left his patrol car! And rather than hitting the taser button once, as officers are taught, he clicked it 4 times-23 seconds of continuos high voltage going directly into this young mans heart, sending him immediately into cardiac arrest. But it gets even worse. Prior to working as an Independence MO officer (which he was at the time of this incident), he was an officer with Kansas City, Mo. Until... He was fired for being too aggressive! After leaving KCPD, Independence hired him, without checking his previous employment history. I've been told by several Independence cops (I live here), that they make a point of NOT checking, claiming they are unable too when in fact they are doing it to cover their ass if one of their officers does something horrible like this. They can say, "We had no idea he had a history of aggression!" So, charges were filed against him but only Bc his dad knew & was part of the system & wouldn't let it go. Officer Runnels was sentenced to 4 years in prison. This young mans life is forever changed-literally every aspect of his life. When your brain goes without oxygen for 6-8 mins there's permanent, devastating consequences. So, was justice served? Absolutely not.
