Did Nancy make notes on the government document, if so, it must be preserved!

(a) Whoever willfully and unlawfully conceals, removes, mutilates, obliterates, or destroys, or attempts to do so, or, with intent to do so takes and carries away any record, proceeding, map, book, paper, document, or other thing, filed or deposited with any clerk or officer of any court of the United States, or in any public office, or with any judicial or public officer of the United States, shall be fined under this title or imprisoned not more than three years, or both.

(b) Whoever, having the custody of any such record, proceeding, map, book, document, paper, or other thing, willfully and unlawfully conceals, removes, mutilates, obliterates, falsifies, or destroys the same, shall be fined under this title or imprisoned not more than three years, or both; and shall forfeit his office and be disqualified from holding any office under the United States. As used in this subsection, the term “office” does not include the office held by any person as a retired officer of the Armed Forces of the United States.

House Judiciary Committee member Matt Gaetz, R-Fla., said Wednesday he will be filing ethics charges against House Speaker Nancy Pelosi, D-Calif., over what he called her"temper tantrum" (https://www.foxnews.com/politics/pelosi-apparently-pre-rips-state-of-union-speech-during-trump-address) following President Trump's State of the Union address the previous evening.

Gaetz told Laura Ingraham on "The Ingraham Angle" that he will join two other Republicans and file the charges with the House Ethics Committee on Thursday. Reps. Lee Zeldin of New York and Kay Granger of Texas will join him, he said.

"[Pelosi] disgraced the House of Representatives, she embarrassed our country and she destroyed official records. The law does not allow the Speaker of the House to destroy the records of the House and the rules of the House do not permit some little temper tantrum just because you don't like what the president of the United States says," he said.

Gaetz said that he is one of many Republicans who are tired of political double standards on Capitol Hill. He pointed to Rep. Joe Wilson, a South Carolina Republican who was reprimanded in 2009 for yelling out "You lie!" when then-President Obama claimed illegal immigrants would not be covered by ObamaCare.

"The Democrats really brought the heat down on him," Gaetz said, adding: "By the way, Joe Wilson was right. We ought to apply the same standards to the Democrats that they want to apply to us and there will be an ethics investigation to Nancy Pelosi and we will start the ball rolling to have her censured."
"From the inside out, Nancy Pelosi has been a poison," added Zeldin, who joined Gaetz on the program.

To that effect, Gaetz said the 79-year-old lawmaker has "some real impulse control problems."
The White House also reacted to Pelosi tearing the speech earlier.

The Trump administration had quickly responded to Pelosi's act of tearing up the speech.

"Speaker Pelosi just ripped up: One of our last surviving Tuskegee Airmen. The survival of a child born at 21 weeks. The mourning families of Rocky Jones and Kayla Mueller. A service member's reunion with his family. That's her legacy," the White House tweeted, referencing individuals whom Trump mentioned during his address.

If nothing is done about this destruction of a constitutional document, then a new precedent has been set, any clerk or officer of any court of the United States, or in any public office, or with any judicial or public officer of the United States can now destroy any document they don't like or disagree with...as long as it is a copy.
Example: Mitch McConnell can tear up any bill submitted by Democrats and throw it in the trash.

But isn't that only the case if she made notes on it like you pointed out in the OP?

The document in question is a copy of the State of the Union address, so the nature of the document meets statutory defintion.

The document was deposited with a public officer of the United States. so that statutory requirement was met.

The document was willfully and unlawfully mutilated, so that statutory requirement was met. (no notes on the document needed -- the tearing of the document was the mutilation.)

"shall be fined under this title or imprisoned not more than three years, or both; and shall forfeit his office and be disqualified from holding any office under the United States. "

Even if they do not fine or imprison the "Catholic" High Priestess of Abortion, the "AND" is non-negotiable, so this public officer of the United States must be disqualified from holding any office under the United States.

I opt for 3 years in prison as her likely death in prison would make the mandated disqualification from office a non-starter.

Forfeit is upon the bearer to enact.

Disqualified only works upon reapplication for the office.

The majority will still act as if to uphold the office, the minority can only follow.

Aside from emphasizing two or three times that what Pelosi did was a breaking of the law, I understood Trump to say @ 1:43 "I think they fried their votes on computer." That means Trump is saying that those responsible for the counting of the votes for the Iowa Democrat caucus deliberately "fried" or totally distorted the real vote count data, thus telling us he does not buy the incompetency theory where the Democrats just could not manage to get a good tested app and get quality data.
