A BILL
To authorize the Secretary of Health and Human Services to award grants to eligible entities to conduct diagnostic testing for COVID–19, and related activities such as contact tracing, through mobile health units and, as necessary, at individuals’ residences, and for other purposes.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


SECTION 1. SHORT TITLE.


This Act may be cited as the “COVID–19 Testing, Reaching, And Contacting Everyone (TRACE) Act”.


SEC. 2. COVID–19 TESTING AND CONTACT TRACING USING MOBILE HEALTH UNITS.


(a) In General.—The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may award grants to eligible entities to conduct diagnostic testing for COVID–19, to trace and monitor the contacts of infected individuals, and to support the quarantine of such contacts, through—


(1) mobile health units; and


(2) as necessary, testing individuals and providing individuals with services related to testing and quarantine at their residences.


(b) Permissible Uses Of Funds.—A grant recipient under this section may use the grant funds, in support of the activities described in subsection (a)—


(1) to hire, train, compensate, and pay the expenses of individuals; and


(2) to purchase personal protective equipment and other supplies.


(c) Priority.—In selecting grant recipients under this section, the Secretary shall give priority to—


(1) applicants proposing to conduct activities funded under this section in hot spots and medically underserved communities; and


(2) applicants that agree, in hiring individuals to carry out activities funded under this section, to hire residents of the area or community where the activities will primarily occur, with higher priority among applicants described in this paragraph given based on the percentage of individuals to be hired from such area or community.


(d) Distribution.—In selecting grant recipients under this section, the Secretary shall ensure that grants are distributed across urban and rural areas.


(e) Federal Privacy Requirements.—Nothing in this section shall be construed to supersede any Federal privacy or confidentiality requirement, including the regulations promulgated under section 264(c) of the Health Insurance Portability and Accountability Act of 1996 (Public Law 104–191; 110 Stat. 2033) and section 543 of the Public Health Service Act (42 U.S.C. 290dd–2).


(f) Definitions.—In this section:


(1) The term “eligible entity” means—


(A) a Federally qualified health center (as defined in section 1861(aa) of the Social Security Act (42 U.S.C. 1395x(aa)));


(B) a school-based health clinic;


(C) a disproportionate share hospital (as defined under the applicable State plan under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.) pursuant to section 1923(a)(1)(A) of such Act (42 U.S.C. 1396r–4));


(D) an academic medical center;


(E) a nonprofit organization (including any such faith-based organization);


(F) an institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001));


(G) a high school (as defined in section 8101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801)); or


(H) any other type of entity that is determined by the Secretary to be an eligible entity for purposes of this section.


(2) The term “emergency period” has the meaning given to that term in section 1135(g)(1)(B) of the Social Security Act (42 U.S.C. 1320b–5(g)(1)(B)).


(3) The term “hot spot” means a geographic area where the rate of infection with the virus that causes COVID–19 exceeds the national average.


(4) The term “medically underserved community” has the meaning given to that term in section 799B of the Public Health Service Act (42 U.S.C. 295p).


(5) The term “Secretary” means the Secretary of Health and Human Services.


(g) Authorization Of Appropriations.—To carry out this section, there are authorized to be appropriated—


(1) $100,000,000,000 for fiscal year 2020; and


(2) such sums as may be necessary for each of fiscal year 2021 and any subsequent fiscal year during which the emergency period continues.

If a man makes an oath to defend his fellow Masons and promote them and their ideals and in addition, swears upon the pain of death that he will observe the oaths he has sworn to the secrecy of their affairs; how can he be trusted to carry out the oaths and conditions of his office? Wow - this is unbelievably bad. The state has weaponized every individual who tests positive for COVID. Putting aside the questionable reliability of the test vis-a-vis false positives, a person labeled COVID-positive has lost his privacy and control over his entire life to the state. Further, that person has become a weapon of community mass destruction because every person who came in contact with the index person (COVID test positive) will be ordered by the state to quarantine, to isolate completely from household members including children, and pets, for 14 days! For example, the index person may have attended a meeting at work and exposed six coworkers, then went to dinner with three friends, then attended a social event and exposed twenty people, then went to his office and exposed eight coworkers. The index person tested positive after the fact. Now the contract tracer will contact all of the contacts, thirty seven people in total, and compel each of them to self isolate for 14 days under compulsion of police enforcement if they refuse to 'voluntarily' comply. Putting aside the blatant trampling of these individuals' civil rights and privacy, this is guaranteed to result in some losing their jobs or at minimum significant income. On the bigger picture, this has the potential to severely disrupt businesses - at any moment multiple employees could suddenly be disappeared from the work place on orders from the state for 14 days. How could businesses function when each employee is now a potential loaded gun pointed at their business. One index person could destroy a company in a single day just by walking around. If the elite were looking for a way to destroy what's left of the free market economy this contact tracer law is the coup de grace.

On an individual level let me state what should be apparent to any thinking person: DO NOT CONSENT TO BE TESTED!!!!!

Known as the Testing, Reaching and Contacting Everyone (TRACE) Act, the legislation would allocate $100 billion in public funding to “eligible entities” to “conduct diagnostic testing for COVID-19, and related activities such as contact tracing, through mobile health units and, as necessary, at individuals’ residences, and for other purposes.” The cash could be used to hunt down infected individuals, quarantine them in their homes for undefined periods under unknown conditions and subsidize a hiring spree of untold thousands of trackers from nonprofits, schools and medical facilities.
As for “other purposes,” the proposal does not define them — leaving Swamp public health bureaucrats and their pet grantees’ imaginations to run wild. What recourse or appeals process to citizens have when the “experts” get diagnoses and assessments wrong? Or when, say, homeschool families refuse to submit to intrusive phone call monitoring or forced quarantine? What are the opt-in or opt-out mechanisms? H.R. 6666 is silent on all these fundamental issues of autonomy and sovereignty. Feel safer yet?

You know that creepy phrase “Operation Warp Speed” (https://www.hhs.gov/about/news/2020/05/21/trump-administration-accelerates-astrazeneca-covid-19-vaccine-to-be-available-beginning-in-october.html) being used to ram a COVID vaccine through expedited, short-circuited clinical trials? Well, the same phrase applies to the adoption of these high-stakes contracts. Both anti-establishment Republicans and Trump-skeptical Democrats in Texas have raised red flags about the failure by Gov. Greg Abbott to provide advance notice to the state legislature of the enormous deal. The state took a hasty two days to approve MTX’s proposal after putting the project out for bid. The scheme was rolled out in just a little over two weeks.
Who greased the wheels? Follow the money, of course. The patient ID will be used to implement HR 6666-style tracking and tracing.

With every Americans’ unique patient identifier stored in a federal database, it will be easy for government officials to ensure we are in compliance with new mandates. . . such as the proposal that citizens obtain a “digital certificate” showing we either have immunity to COVID-19 or have been vaccinated.

The unique patient identifier could also be used to enforce “red flag” laws by allowing law enforcement to see if a gun owner ever sought counseling for any reason. So, if you were feeling blue at some point in your history over a divorce or a death in the family, the patient identifier would put your already endangered Second Amendment rights at greater risk.

We're willing to deal. . . and pass something quickly."


Of course, you'd expect Mnuchin, the architect of COVID-PPP bailout "loans," to say that. After all, the Big Government politicians and their corporate cronies and well-connected special interest pals have benefited enormously from their COVID-PPP "loans."
These are the same "loans" used to purchase Lamborghinis, as The Washington Post reported recently.
The same "loans" both the Pelosi and McConnell family businesses -- along with those of countless other politicians like governors in states that ordered you under lockdown -- got in the last spending monstrosity.

Of course, the coronavirus death rate has plummeted.

But that didn't stop Sen. McConnell from including nearly $200 BILLION more of those same "loans" in his $1 TRILLION CORONA-Y-ISM spending package.

So as of the end of 2021 the CDC wants to stop including flu virus residuals as positive for Covid-19. This should help lower a population's Covid-19 test results irregardless of any supposed vaccination effectiveness.
