Is it legal to sell pennies or nickels for melt value somewhere?
If so, where?
A penny is worth 2 cents melt value for the copper.
The nickel also is worth more than a nickel melt value for nickel.

If you own it then you may do as you like. If your goal is to control more FRNs then anything not pre-approved is illegal. That would include melting coins.
As these things work the question can only be answered based upon your status. Those who collect FRNs don't have any status.

Pennies minted through 1982 were 95% copper. Since then the pennies minted are 97.5% zinc. The coin collectors have hoarded most of the copper pennies.

Technically there are some 1982 pennies that are almost all zinc. My guess is that zinc started in October or November of 82
