Militia members vote for their officers. The winner gets submitted to the governor who then issues a commission.
Think there is no militia? Think again. Anyone who casts a ballot in any election does so as militia. The function of the governor has morphed into the office of FEC at the NATIONAL (some say FEDERAL) level and the issuance of a Certificate of Ascertainment at the COLONIAL (some say STATE) level.
To me it is odd that people consider the National Guard to be the militia. People who join the National Guard don't get a vote for their leaders.
