yes, it is the same. Your post alluding to mil rate and evaluation harkened back to my days as an assessor. One method (supposedly illegal) was to factor the role, which meant an incremental increase of tax levy over all. It would give you an increase in tax monies just as a millage increase would. It is the same way they effected the vote fraud; they basically programmed a factor in that would switch a percentage of votes. Of course they also resorted to actual physical ballot tampering and fraud.
