The District is a creation of the Constitution. The Articles had no provision for territory. Territory is unfenced land attached to a Municipality. The District is the Municipality created to deal with Northwest Territorial Ordinance land. Also any territory coming to the U.S. by war or purchase gets attached to the District.

Making the District a state is a MAJOR constitutional violation. If it becomes a state then there is no constitution. Every state can declare war, Illinois could declare war on Wisconsin and seize the territory wisconsin attached to Madison, Florida can declare war and seize the Bahamas and Missouri ... Well, who knows with them!!

Actually this move is past due. By the act of incorporation the U.S. municipal corporation is situated on an island in the Potomac River and nowhere else!!! At least this is what is stated in the 1871 act in the statutes at large.
