The acts of an incumbent congress control those who voted whether for or against. Abstain from voting if you would rather not be controlled.

"Isn't that what happens if a Congress can't undo the acts of a previous Congress? The previous Congress or Congresses get to dictate to the living."

If you go back to all the representatives you voted for it against (ever) it might be true that 'dead' congresses might be dictating to you. Go back to a time before you were a glint in your parents eye and therefore before you created the first obligation to be obedient and the acts of these congresses rise to the authority of mere suggestions.

Meanwhile those other 'dead' congresses that sat between the time of your birth and the time you decided to stop creating agents (by not voting) can be ignored.

Ignorance is of two types: of fact and of law. Ignorance of the laws passed by a foreign government is ignorance of a fact. Juries are triers of facts while the judicial actor proclaims himself trier of the law. What gives the black robe his authority is your concept of foreign or domestic. If your relationship is domestic ole black robed has you by the short hairs. If your relationship is foreign let the jury decide what you have a right to be ignorant of. Ignorance is never criminal. Where would intent come from? If you didn't know the law how would you know if you are breaking the law?

Frankly this is why black robe asks if you understand the charges. He is seeking approbation so he has permission to proceed ...again, making you domestic to his universe.
