No as there is no "E911 chip". 911 uses signal triangulation to locate an emergency 911 call to roughly the location the wireless emergency is being called from. E911 is for SIP or more commonly known as VOIP numbers. Think Vonage, or Ooma. YOU the user have to fill out the location information that gets passed on to emergency 911 calls.

Cell phones manufactured after 2005 have a GPS locator built in which in the United States can upload its GPS coordinates to the emergency 911 call centers database.
