The only entity that survived the Rule Against Perpetuities is classified A Charitable Trust.
So according to the Articles of Confederation
Whereas the Delegates of the United States of America in Congress assembled did on the fifteenth day of November in the year of our Lord One Thousand Seven Hundred and Seventy seven, and in the Second Year of the Independence of America agree to certain articles of Confederation and perpetual Union
And later in the same document
Article IV. The better to secure and perpetuate mutual friendship and intercourse among the people of the different states in this union, the free inhabitants of each of these states, paupers, vagabonds and fugitives from Justice excepted, shall be entitled to all privileges and immunities of free citizens in the several states
By these two concessions the United States of America formed a Charitable Trust from it's inception and so it remains to this day ...excepting only paupers, vagabonds and fugitives from justice.
From Bouviers Law Dictionary
PAUPER. One so poor that he must be supported at the public expense. 2. The statutes of the several states make ample provisions for the support of the poor.
VAGABOND. One who wanders about idly, who has no certain dwelling. The ordinances of the French define a vagabond almost in the same terms.
FUGITIVE, FROM JUSTICE, crim. law. One who, having committed a crime within a jurisdiction, goes into another in order to evade the law, and avoid its punishment.
So to be eligible for the benefits of the Charitable Trust they formed your own actions must come under scrutiny.
1. Pauper
To avoid this status avoid public welfare. Social security, unemployment, Federal Reserve Notes, free vaccinations are examples. Don't be a burden on the public. Other rules more recently enacted include having at least five dollars with you (preferably gold) although there has been court actions that do not require this. Do NOT proclaim yourself IN FORMA PAUPERIS
In forma pauperis is a Latin legal term meaning "in the character or manner of a pauper". It refers to the ability of an indigent person to proceed in court without payment of the usual fees associated with a lawsuit or appeal.
Another tactic that costs little is to establish a twenty-one silver dollar bond by record and notice the public where the record might be found.
2. Vagabond
Certain dwelling is required. An outhouse is sufficient. From Bouviers
At common law, in cases of burglary, under the term dwelling house are included the out-houses within the curtilage or common fence with the dwelling house.
This does not mean you cannot live in a tent or in a packing crate in the curtilage of a bridge overpass. Just hang a sign on it saying CERTAIN.
3. Fugitive From Justice
Any move to another jurisdiction is suspect with this concept. There is no mechanism that I am aware of to let you check your fugitive status by phone, mail or wire. This status is checked only when you are within the sight of a CoppiceMan who chooses the honor of bagging you should your status be murky. To avoid being found to be a fugitive I sometimes prefer to publish a legal notice of my itinerary when I venture from one jurisdiction to the next.
These are just suggestions how one might model his own behavior to permit the Charitable Trust to work for you rather than against you. Actions are directed by reason rather than emotion. Here is hoping you succeed.
