I think it is due more to the state of the workers. My cousin is working at the pizza joint down the road and has been working massive amounts of overtime because the little boys and girls can't seem to find their way to work. They have to deal with more important things like hangovers, graduation parties and mental health days. If you have twice the number of workers, maybe you can get half to come in if they get paid the same day. Then you might get the other half to come in the next day.
