My vote is for the Virgin Islands.
I once visited there (flew in on Maureen O'Hara's airline) and now they are simply called The Islands!

For purposes of this chapter, the term "State" includes Guam and the Virgin Islands.
Also note the keyword INCLUDES which performs the function of EXCLUDING everything not INCLUDED.

Say what you will you are always given proper notice. With most people notice just rolls off without understanding.
