He mentions stocking up on things you would need, even things/parts for your car--I guess the idea being that in the future you might not be able to get things for your car without the CBDC?

People will panic in my view, stocking up on auto parts isn't going to do you much good. If you're not mechanically inclined then who's going to install your new auto parts. There's some planning you can do for yourself however it's everyone else who made no provisions that will be the biggest problem.
I submit they have some 'crisis' planned with which to hammer everyone in line with.

Yes, car parts should be less of a problem, than say fuel for the car. Or toll booths/controls. Best to plan for an eventuality where you don’t have a car at all…
