The Law of the Forest. A forest may enclose parks, warrens or chases yet these are not subject to forest law. A forest requires four needed elements. Lacking a single element means an enclosed parcel is exempt from forest law.

In perspective the King cannot deport or eject these parcels. He might try gerrymandering to exclude them or he might determine the lacking element(s) and cure the defect but he has no precedent to do neither.

People are not parcels but there are elements needed for citizenship. Lacking a single element or multiple elements cannot be the basis for spatial modification (deporting) even though People are more portable than parcels.
