There, adj, meaning not here, someplace else, beyond the horizon
"Here and there", construction, meaning to the horizon and beyond, everywhere, all at once.
"Being from here and there" wouldn't it follow that you are nowhere?
In statute construction the word "here" will never be found because examination will show that a legislators "here" is everyone else's "there".
When asked "Where are your from?" the response "I am from here." automatically places you THERE. An alternative response of "I am from THERE " places you emphatically HERE and beyond the reach of any legislators statute.
The reason being if you are FROM there you cannot BE there and so you must be HERE.
