Things that don't exist must have a sign. If they have no sign then you have no notice and without notice you are denied due process. Even with a sign should you choose to enter doesn't mean you are part of the fiction.

Even imaginary things have elements. I would guess a Gulf of Mexico or a Gulf of America share at least one element: water.

The Two Gulfs also share the element of Law: Maritime law.

These Gulfs have a boundary well marked on many maps. So they would share the same territory.

Neither Gulf has representatives. I suppose because you have to have people to hold an election and neither has any people.

Has any banker loaned the Gulf of Mexico any money? I know of none so even though both are under water neither has any debt. This is something the United States cannot say.

Being in debt would not be a required element of a fiction but wouldn't it help to have a creditor appear who can state "The Gulf of Mexico exists as long as it owes me money"?

Is Trump trying to weasel out of a debt owed to the Gulf of Mexico or is he planning on routing aid from Ukraine to the Gulf of America?

I took it as a maneuver around existing laws that explicitly stated "Gulf of Mexico". If it no longer exists, the previous laws/acts/treaties/executive orders are null.

Funny that Britain is not onboard.

Britain is always on board. They have been pulling strings in the U.S. since they won the war of 1812.
