A nation isn't a city. Nationality is not to be confused with citizenship.

As if these waters aren't murky enough the Nationals in the U.S. have decided to throw out state nationality if you proclaim (or a court of competent jurisdiction) has claimed you are a U.S. citizen (American nationality) in which case what was previously you state nationality becomes your DEMONYM (a word selected hecaus TRIBE is taken by native Americans).

I will say counties are composed of cities, villages and townships. Counties compose states (there are no people in any county) and states are U.S. citizens.
