"Within this state" is a word construction legally interpreted as the federal property within the exterior boundaries of the state. All states use this word construction to invite federal oversight of federal property (aka "citizens").{Not just citizens and other livestock but also wildlife}

Just like when my neighbors cows come to visit. Just because they are on my land they are still the neighbors "citizens".

Just how does this concept translate to self-invited aliens? Aka "undocumented"?

The neighbor has decided his cows have grazed on my land so long that he established the right to boot out other neighbors cows who have just started to graze. His cows/citizens have established a right to be "within this state". As the French would say ...Levant et couchant.

Here is my position. If these cattle are on my land levant et couchant or not then they are my cattle until their owner pays for the grazing and damage from overgrazing. Lien 'em up and put 'em to work because they are "within MY state". There...word construction can work to my advantage after all.
