Homeless lacks definition so here is mine:
Homeless, adj. A condition that prevents someone from paying property tax.
Renters are homeless.

Stateless, adj. A condition that prevents someone from paying tax of any sort.
When any entity imposes a tax on you they are violating your right to be stateless
