What are the qualifications to become an SAE/GAE dealer?

Does anyone know what hoops the big dealers had to go through to be able to order direct with the U.S. mint for Silver American Eagles, Gold American Eagles, etc.? How about the Canadian mint?

There seem to be a lot of companies who do this, I'm just curious what the standards are?

i think the primary requirement is being able to write sizable checks.

for example, APMex' computers says it has more than 9999 2010 Silver Eagles in stock. 500 per Monster Box, that's 20 Monster Box'. $200K.
