Every state has a bureau of mines, whatever they call it. You can go there and ask about mining claims. They are quite eager to help you and they can give you a lot of information, such as mining laws, startup guides, and so forth. One thing you really want to know is where gold has already been found, since that is where you are most likely to find more.

Another place you'll want to check is the Bureau of Land Management. They can tell you exactly where you can and can't prospect, where existing claims are, and who owns them. You'll want to be very careful not to let your claim overlap another. That causes a fuss you don't need.

Maybe you don't need a claim at all. It's quite alright to just poke around in no man's land and see what you find.
