The government has suggestion programs in its various agencies that encourage employees to submit ideas for how to save the government money. The smarter employees usually don't participate because they see that for every dollar saved, some other damn fool manages to waste a large multiple of it. Saving the government money results in wasting far more money.
How does this translate to donations to reduce the debt? The donations will be used to pay for the illegal wars they wage, or to increase handouts to bankers, or for a multitude of other wastes. They will borrow more, so the debt will not be reduced, but increased. Giving the government anything of value is like squirting gasoline on a raging fire--it makes things worse.
The best course of action for honest citizens is to behave in a way that starves the government of ideas and money. Would you make donations to known criminals? Then why to the government?

Maybe I'll send them a check for buck. I think transaction and clerical costs for cashing a check are over 2 dollars so they will lose money cashing it.
