it's quite a common story, UFOs disabling nuclear weapons. see the disclosure project for a couple of guys who worked on a US nuke site where the same happened. the UK's most famous encounter, at a US military base in rendlesham forest (the guy in charge of the base, colonel charles holt, has talked openly of this encounter, along with a few of the other soldiers that saw stuff, including one who actually touched the UFO that landed) included the same, a bunch of nukes being disabled:

it's cases like these that lend credence to the view that some ETs view us as somewhat errant children, and step in to stop us from doing to much damage to the planet.

The chaff that was put out in front of it for radar (as mentioned by the interviewee, along with the missile and its tail) itself would have created electrical conduits in an atmosphere with electrical potential gradients.

Looks like ball lightening in the chaff layer arced to the missile.

I don't recall them saying if the footage was real or a mock up, but if that's genuine footage, it's pretty good stuff.

i am sure that it's not, as i've seen interviews with this guy before, where he noted that they never released the actual footage. much like the footage (http://en.wikipedia.org/wiki/Gordon_Cooper#UFO_claims) that astronaut gordon cooper took of a UFO landing at edwards AFB.
