I remember something about people using hay in their ponds to kill scum. So as hay decomposes it releases something? Could be a factor.

I'm wondering if the loosely packed hay creates a type of wicking effect that draws the oil to it, or breaks the surface tension of the water.
Based on the speed of their tests it looks mechanical to me.

Looks like the Hay may be a good idea, I was thinking they could also string small bales together in addition to spreading it over the surface
