COLFAX, WA. -- All charges have been dropped against a man accused of running from police after hitting two students with his car on the Washington State University campus last winter.

Daniel Noble, 31, was accused of hitting a student in a crosswalk on Stadium Way near Gannon Hall last December, then driving up onto the sidewalk, hitting a second student. Both victims, Hogun Hahn, 23, and Neal Waldborn, 19, suffered bodily injuries including injuries to their legs and arms. Both of them fully recovered.

Officers said Noble then ran from his car and was later arrested near McCoy Hall.

Attorneys for Noble claimed he suffered from "caffeine psychosis" at the time of the crash, causing him to drive and act erratically.

Wednesday, a Whitman County judge dropped all charges against Noble by reason of insanity. The judge ruled Noble will not have to reside at a state mental institution, but will have to be committed to a community-based institution.

Previously, Noble had been declared temporarily incompetent to stand trial, and ordered to reside at Eastern State Hospital while he was mentally evaluated.

Noble was charged with vehicular assault, hit and run, and resisting arrest.

At the time of the crash, Noble was employed by the University of Idaho.
