There is truly something amiss when all available safety measures were not implemented when drilling at offshore depths they don't have much experience with in the first place. Dunno how it could have been more haphazard.

I think the reference to states in this convention is treating each Country as a state and not treating the United states as individual states. Sort of like we have a Secretary of State. Not a secretary of states.
I guess what I'm saying is this has nothing to do with individual states per se and is just the Untied States entering into an agreement with the other states of America.

I just re-watched the movie Gandhi, from the early 1980's and cannot recommend it enough,
it is a superb film with a superb message.
