This 'crime' was taken from the same template as the WoD in the manufacture of victims and perps. In the last ten years, there has been an explosion of women teachers diddling their students. While I'm sure it has been going on forever - I suspect something changed recently to make more of them do it. I don't think it's just a matter of more of them getting caught. I think more of them are doing it and so the instances have gone up.
