Aha! I've got it. A new Terminator movie using the upcoming riots as a totally awesome backdrop for the end of Civilization. Promise the rioters that if they do a good believable job of rioting they'll be paid just like all Hollywood movie actors. All that the top has comes from the bottom...top sucks from the bottom...increasing taxes intensifies the suck from the bottom to the top.

The effect is an increase of the size of the lower class and a shrinking of the middle class.

Taxing the top to support the bottom will only produce a temporary prosperity.

Since the bottom are the producers and the top are the welfare cases...Once the top converts the bottom into welfare cases by sucking them dry to support their welfare....the welfare cases can't support the welfare cases.
