It turns out that France was behind it ALL!
They are still pissed over selling a huge stake of land via the Louisiana Purchase to the Americans back in 1803 and have actively sabotaged first Louisiana, letting us know of their plan to reacquire the land, and now the gulf.
It was the French! They want their land back on the cheap!!
