On another board, I saw someone that lives near Texarkana, Texas say it has rained fish there before.

so I got to thinkin and googled "Raining fish"

I think if it can rain fish...it could rain tar balls too.

It has rained dolphins and they are a lot bigger than a fish.......the crop is FL will be crap.

Technically speaking, the fish had enough shear resistance (maybe because of their scales?) so the friction of the winds was enough to carry the fish into the sky. With oil, the friction/shear is so low (the oil is too slippery) that it would take a lot more wind to carry the oil into the sky.

Waterspouts can conceivably suck up anything from the ocean surface and drop em from the sky, so I don't see why tarballs would be exempt. It could rain babies too if a waterspout happened to suck up a large Infant Daycare Center.

If both happened at the same time, it might be said to be raining tarbabies. ::)
