"If Congress does not enact legislation barring it from doing so, the Postal Service plans to implement five-day delivery in fiscal year 2011 (Oct. 1, 2010, to Sept. 30, 2011)."

What authority does CONgress have to barr a private Corporation from changing its policies?

makes sense to me.

most of what they haul around - by volume - is junk mail.

people can get food coupons from their computers. they are getting food coupons from their computers.

overall i am very impressed with USPS reliability.

also, i talk to the mail people a lot and have gotten to know one of them personally, and they are worked hard.
