BEIJING, July 2 (Xinhuanet) -- California lawmakers passed a 20-million-dollar compensation payout on Thursday to kidnapping victim Jaycee Dugard, according to media reports.

Jaycee Dugard was kidnapped in 1991 at the age of 11, and held imprisoned by a paroled sex offender for nearly two decades before being freed last year.

She was found in August 2009, living in a shed in Antioch, California, backyard of Phillip Garrido, a registered sex offender who had been on parole since January 1988.

Investigators say Garrido fathered two children with Dugard during her captivity. He and his wife, Nancy, are charged with 29 felony counts in the case. Both have pleaded not guilty.

Dugard and her daughters had filed claims with the California Victim Compensation and Government Claims Board.

The payment had been recommended by California's Department of Justice, and passed on a 30-1 vote in the Senate and a 62-0 vote in the Assembly.

Jaycee Dugard and family deserve all that, and much more. Her childhood, young adulthood, and innocence are gone forever, and her kids are permanently scarred.

My only problem with the award is that "the government" is NOT paying it. The taxpayers of California are.

The award should come from all the personal property of the "public servants" (sic) who failed to monitor a sex offender properly.

The POS parole agents are immune from lawsuits such as this due to a shield law, protecting them from their incompetence during the "performance of their official duties."

And yes, "law enforcement" is exempt from the minimum wage executive order. However, do understand that all the "public servants" (sic) currently receiving Federal minimum wage WILL BE FULLY REIMBURSED THEIR FULL SALARIES once the California budget is enacted.

Registered sex offenders seem to do just exactly what they want. And get away with it, at least for a while. Routine inspections and a Tattoo on the forehead would help, but that would be considered inhumane. Oh my.




Most of California's sex offenders have no home to return to after they get out of prison. The law requires them, excepting special circumstances, that they be returned to the county they came from. So the State, using taxpayer monies, of course, puts these SOBs up in hotels, for extended periods, until they can establish a regular home (e.g., an apartment, usually in a shitty area of town, with plenty of potential victims around).

All child molesters should be promptly put to death. Firing squads are most efficient. Machine guns on a group of these SOBs would work well. I'm sure there are thousands of people who would personally pay for all the ammunition to be on the squad.

The Dugard family, hopefully, has a chance now to start enjoying life and healing.

We paid over a million to the black fighter, because someone put dog food in his lunch as a joke. Even though the guy called himself "Big Dog". This is some serious injustice, whatever they give her i'm fine, i'm a California tax payer.

I 110% agree, if something like this was to happen to my sister or female cousins I don't know how I would react or what I'd to get them back.

For the above I'd pay for the bullet and pull the trigger. The justice system in the west seem to be inefficient as a deterrent to such crimes but the other solution is seen as inhumane by some =/
