I was just going through my picture and found this one I took back in December 2009. I just can't figure out what he's trying to say. Is he saying that the US and Israel are buddies or that Izzy runs the US?

Those are obviously State-sanctioned, since use of the insignia of "law enforcement" is strictly controlled "by law." If you or I used such patches for private purposes in like manner, we'd be investigated and "dealt with."
