it doesn't make sense to me, but i don't have all the pieces of the puzzle.

i had a co-worker at Northrop Grumman, who was native Chinese. he did nothing in terms of work. this left the rest of us engineers wondering what the heck he was doing.

they eventually laid him off or fired him. it took about a year. he got a job at their satellite division in Space Park and worked there for a year.

i even played tennis with the guy once. he lived in Del Mar, one of the ritzier areas of San Diego.

he definitely had some money behind him to afford a medium nice Del Mar home.

i never figured out if he was just a completely incompetent engineer in terms of design and analysis, who managed to get a job, no big deal.

when we engineers asked management about it, the answer was basically, "yes he's incompetent." not much more than that. he filled out a timecard and got a salary like the rest of us.

one of the aspects of a defense contractor like Northrop Grumman is that they turn around and bill the government 3x what the guy's salary is.

so let's say this guy was making $35 an hour, $70K a year.

Northrop Grumman was billing the government $210K and grossing $140K, merely by virtue of the fact that his butt was sitting in a chair, and the fact that he filled out a timecard claiming 8 hours on project XYZ, and 32 hours of whatever else.

Northrop Grumman doesn't need to have a competent employee sitting in every chair in order to bill the government as if they did.
