REYKJAVIK, Iceland—Lawmakers in Iceland are debating whether to recommend an unprecedented prosecution of former leaders for their role in the nation's economic crisis.

A special cross-party committee has been set up to decide whether former Prime Minister Geir Haarde and three other top officials should be charged for failing to prevent the financial crash of 2008.
