I don't much about the CATO Institute, but I think they did a great job here.

Yea, they did a good job on that.
Although I can see why the police feel the way they do about being recorded.
I mean, if you felt like you were doing something other than good, you probably wouldn't want to be recorded either. Would you?
When the police think it'll make them look good, they invite videographers/reporters to go with them.
i.e. COPS show, branch davidian raid, etc etc.

I monitor the ham and police bands here almost 24/7 and one thing I have heard the cops doing many times
is on some calls all of a sudden they have problems with their car cameras they have to reboot the system or their dvd disks has filled up and they suddenly have a blank chunk of time that is not recorded.
And the trend seems to follow during a time that they end up arresting someone.
Strange ain't it!

Actually, could you imagine if there were a website with live feed from video cameras mounted on every single on-duty police officer, coast to coast?

I'd heard some police depts were using the wiretap laws to circumvent civilians right to video police in a Public space, I could never understand that, IF you're in a public place, you shold be able to video tape or take pictures of whatever you want, the police do it with dash-cams, also a lot of police wear microphones
AND recording devices on their persons, and when police conviently "loose" parts of video evidence that could put them in a bad light, they should be prosecuted

Actually, could you imagine if there were a website with live feed from video cameras mounted on every single on-duty police officer, coast to coast?
If you listen enough on the radio , it becomes clear where the hot spots or areas and certain people the local law deal with all of the time and I do get the feeling that they (cops) turn off their cameras off and call into dispatch that they are having trouble so it can be logged.
Now what they do during that video blank time who can tell , except the ones there, it just seems strange that it also happens mostly with the night crew , when the real fun starts people get home from work and have a few (?) beers or what ever spins their props.
And your ideal sounds cool, but also boring , mostly.

I'm saying tamper proof by those being recorded.
i.e. unable to turn them off for the duration of their shift.
That way every arrest would have full video/audio available at the time of trial.
