HARRISBURG, Pa., Sept. 15 (UPI) -- Gov. Ed Rendell says he is ending Pennsylvania Office of Homeland Security tracking of political dissidents and that he is "appalled" by the practice.

At a news conference Tuesday, Rendell, at one point pounding his fist, said he was not aware the office was gathering and passing on information on environmental, peace and animal-rights activists, The Philadelphia Inquirer reported. He said he was both "appalled" and "embarrassed" when he learned of it.

The office even shared data on PrideFest, a gay and lesbian gathering, a candlelight vigil over the BP oil spill and a rally of supporters of Rendell's education proposals.

Rendell said the state's contract with the Institute of Terrorism and Research Response, which expires in October, will not be renewed. In the meantime, he said, no more information on peaceful protests will be included in the state Homeland Security office's terrorism bulletins.

"Let me make this as clear as I can make it," the governor said. "Protesting against an idea, a principle, a process, is not a real threat against infrastructure. Protesting is a God-given American right, a right that is in our Constitution, a right that is fundamental to all we believe in as Americans."

Read the "testimonials" in the sidebar where they take entire classes of students to Israel and brainwash them into how awesome it is to terrorize your own fellow citizens for their own good.


It is blatantly obvious and in-your-face at this point, what is going on.

WASHINGTON (JTA) -- Pennsylvania Gov. Ed Rendell terminated a contract with an Israeli-American agency that tracked peaceful protests and reported them as potential terrorist threats.

Rendell said Tuesday that he was "deeply embarrassed" by revelations of a $125,000 contract with the Philadelphia-based Institute of Terrorism Research and Response.

The state's Office of Homeland Security contracted the institute to track threats, and then relayed its reports to a large number of law enforcement and private groups.

Its "alerts" included an animal rights protest, a natural gas drilling protest, a gay and lesbian festival and a rally to support a Rendell-backed campaign for boosted education funding.

"Good Lord, and to think that we spent $125,000 on this at a time when every penny is dire for us is a further embarrassment," Rendell said.

The institute, which claims to have a Jerusalem office, is run by directors who among other claims list experience in Israel's security services. It also runs training programs in Israel.

Secondly, each non-profit in the USA is required to file a 501c3-related form, called Form 990, with the IRS. The exception is if you are doing less than $25,000 per year, in which case you file just a "postcard" version of the 990.

Since the contract is $125K, this obviously does not apply ... yet I am completely unable to determine what Form 990s if any have been filed for this non-profit, using either guidestar.org or this link: http://foundationcenter.org/findfunders/990finder/.

i.e. this is not only a completely un-Constitutional use of taxpayer funds, but the guy running it appears to be involved in tax evasion as well. I am not very surprised.
