Blacked out on Google, it's located about 200 miles from the HAARP site. Area blacked out is ~2 miles x over 20 miles, in the Alaskan wilderness. Zoom out and the A bubble to the west is the HAARP site.

It is there in google earth but you can see through it. If you zoom in.

I suppose they could both simply be glitches in the software, or not.

I think it's just a bit where the images don't quite stitch together properly. There doesn't look like there are any roads or infrastructure leading to that area.
