From a reliable source I've known for years, not one to make up or embellish things, told me that a BP agent related to him that 2,300 LE personnel had responded to the UT shooter within 19 minutes.
On another note, a local strictly suburban lake community recently had over 80 officers including SWAT respond to a call over a single gunshot. The single gunshot was due to some guy committing suicide in his backyard. There were over 80 cops on scene even before they figured out that the gunshot was the guy committing suicide, which they eventually found, AFTER the 80+ cops showed up.
