They look like they're marching single file Book. I count eight in the photo - imagine equal numbers coming face to face, pretending not to move to draw them in. Each of them has a small gardening backpack hidden under their coats that leads to a watering wand. The backpack can be primed pumping a side handle to build up a head. With the proper timing it would be just before the police amp-up and start swinging. The Achilles heel is the open space between their eyes and the inside of their face shield. With a "present arms" type of swinging motion, each wand (which has a 40 degree bend at the nozzle and is held inverted) comes up and dispenses into that open area under pressure disabling the aggressor.

Well anyway it's a thought.
