Yeah that is a steep premium but that premium is not even close to the highest premium that I have seen on silver. I have seen a few 1-oz '70's silver art bars that have sold for between $100-$150 (or more) on ebay.

If someone wanted to buy that 100gm silver because they liked it, then a person should go ahead and buy it if it makes them happy. Even if I was not "FRN challenged", I would not buy it because that 100gm silver is "too plain" and "boring" for my tastes.
