hmongs pick them up later. went home with probably 20 gallons of trout.

The Vietnamese did the same thing here when they came as refugees.

My buddies and I got tired of watching them take every crab, fish they could catch and then shrug at the Fish and Game pretending they didn't understand.
They didn't even bother getting a license, let alone follow the rules we had too.
