My assumption is that he made it through US (TSA) customs, but had to be re-screened when he connected in Mexico City. He'll have gotten got popped for failure to declare (tax evasion/money laundering) - (US $10,000 is a common threshold).

I'm not sure that Mexico customs have standing for tax evasion (since he was transiting) - though there is almost certainly a reciprocal agreement about "profit sharing" between the IRS and most countries.

I doubt he'll ever see those coins again - even if he wins in court - I'd imagine the customs agents are on eBay now buying replica Krugs.....
