I'd have crapped myself tbh... Then I would have thought... sink hole?!?! above ground???!!!

It's a parking garage. Check the perspective (cars on the street below) and the title on the video. The concrete deck collapsed.

I don't think the deck itself collapsed. There would have been considerably more structural damage and surface movement registered at the parked cars visible. I think the snow covered the portion of the deck that is open for vehicles to ramp up onto that level. The snow plow appears to me to have fallen over the edge onto the ramp below.

I know it is a parking garage, I know the deck collapsed. What I said up above is what I would have been thinking at the moment in time that it happened.. You know.... to answer the OP question.. about the driver......

I disagree. They wouldn't place a ramp in that location, between parking spaces like that and in the pathway for cars traversing the deck. As for movement from the surrounding cars, it was apparently a sectional failure between support columns and would not have typically reverberated across the deck. Besides, the resolution of that video is not high enough to pick up on subtle vibrations due to the collapse.

On 2nd view I can see the plow is entirely too close to the line of cars for there to be any ramp to his right.
