Cliff Notes Version of "Agenda 21?"

I've just been recently hearing people bandying about this phrase. I googled before Google changes their algorithm again. :oo--> and got a headache just scanning the "links."

Anyone able to give the Cliff Notes version or at least a link to the good cliff notes version without all the disinfo that this type topic seems to attract?

I can make up my own mind, and that's what I want to do. Evaluate for myself, and then ask questions if I come up with any.
