The creation of these Sandy Springs-type cities enables white voters to get away from black voters,” he said. “It does strike me that the Voting Rights Act might have something to say about this, but it’s unknown what the courts will say about it.”
My hunch is that this is really about money (as always), but it will interesting to follow the action as it migrates through the Georgia courts.
If I recall correctly, once a city incorporates, it usually takes over many of the services the county provided (e.g., police, fire, schools). In turn, the citizens of the new city pay less tax money to the county since the city is now providing the service.
