The only to really know at this point is to dive in there personally with a geiger.

I mean the groundwater.

I'm looking for the Japan version of the USGS - if you were going to drill a well at the Fukushima site, how deep would you have to drill ?

It's inland, a little bit.

If you're referring to the Fukushima Daiichi nuke site it's right next to the sea and therefore the ground water (brackish water) will be at about sea level.

If you're referring to Fukushima, Fukushima then the elevation of the capital is 236 feet. Good luck finding accurate aquifer maps for Japan (an old pro water well fellow I know advised me that the aquifer maps that the State of Texas puts out are not reliable - aquifer maps are most often based solely upon input from disinterested humans who don't really care that much for accuracy).
